I'm curious, are there Unitarian Universalists out there who are (1) not Christian, (2) come from a well-defined theological cohort, like the Humanists or Pagans and (3) advocate and plan for new congregation development?

There was a pagan congregational start outside Chicago a few years ago, they made it into the UUA, but last I heard they were losing membership fast.
If you mean Pangea, in Hoffman Estates, it was started no later than the early 90s — I remember there being a stink about it in Christian circles, but I figured their joining the UUA cut both ways and was a good sign for Christians — but it was down to four members when it disaffiliated from the UUA a couple of years ago.
